Getting married in both the Philippines and Finland can be a wonderful experience. If you're planning to move to Finland after getting married, you'll need to apply for a permit. The process can be complex, so it's important to do your and follow the necessary steps to ensure a smooth transition.

Process of Getting Married in The Philippines
Legal Capacity To Marry (LCM)
Acquire a copy of your fiancé's requirements.
🔹DVV certificate of no impediments to marry. (Esteettömyystodistus) Duly legalized by the Ministry of Foreign Affairs and Ph Consulate in Helsinki.
🔹DVV Birth Certificate (Virkatodistus) Duly legalized by the Ministry of Foreign Affairs and PH Consulate in Helsinki.
🔹If your fiancé has been divorced, the court decision granting divorce.

🔹Copy of fiancé passport bio page
🔹Copy of your passport bio page
🔹Copy of your CENOMAR issued by PSA not older than 4 months
🔹Proof of payment/deposit of notarial services and courier
You can send these document to Finland Embassy in Taguig via courier (all original will be returned) OR through an email in which case the attachment must be clear scanned copy and in PDF Format.
The notarial service fee for LCM is Php 3700 + Php 300 courier fee.

Marriage License Processing (Civil Wedding)
🔹When applying for a marriage license, a personal appearance is required for both applicants. After securing the requirements, you can proceed to the LCR office in your city for submission. There, you will be asked to fill out the Marriage License Application form.
🔹You can apply for this license at the Local Civil Registry (LCR) Office of your city or municipality. Requirements will vary from city to city, so you could also call in advance for inquiries.
🔹Once you have paid the fee, you will need to attend the Pre-Marriage Counseling and Family Planning Seminar at the local DSWD office. You will need to submit the certificate of attendance to the LCR afterward.
🔹Make sure to keep the official receipt, because you might need to present it when you claim your marriage license in a few days. Now that you have this document, you can get married in the Philippines! The marriage license is valid anywhere in the country for 120 days.
🔹After getting married you maybe able to get your PSA marriage certificate after a week/weeks/month depending on your location.
Process of Getting Married In Finland
Step 1️⃣
Processing
🔹Obtain a copy of your PSA CENOMAR and Birth Certificate, have it apostille at DFA.

For the legalization of Certificate of No Marriage (CENOMAR), please provide:
a) Original PSA issued CENOMAR with DFA Apostille (PSA issued within four (4) months from the intended date of wedding in Finland)
b) Copy of PSA issued Certificate of Live Birth
c) Colored passport copy
d) Proof of payment of legalization and courier fees
e) Letter with complete local mailing address (with barangay name/number) where LBC can deliver the legalized document/s to, local mobile number, and email address
For the legalization of Certificate of Live Birth (BC), please submit:
a) Original PSA issued Certificate of Live Birth with DFA Apostille
b) Colored passport copy
c) If the applicant is a minor: colored passport copies of both parents
d) Proof of payment of legalization and courier fees
e) Letter with complete local mailing address (with barangay name/number) where LBC can deliver the legalized document/s to, local mobile number, and email address

🔹After receiving your apostille and legalized CENOMAR/BC from the embassy, courier it at your Fiancé's address in Finland so that he can ink sign the Request of examination of impediments to marriage (REIM)

🔹 You should submit your application for an examination of impediments in good time before the day on which you plan to marry. The examination of impediments to marriage takes at least seven days. If one of you is a foreigner, you should allow several weeks for the examination of impediments. The certificate is valid for four months after the date of issue.
Step 3️⃣
Book an Appointment
🔹Your fiance can visit any of DVV service locations near his city and make an appointment with the appointment service to submit the marriage documents.

🔹Your fiance can also bring documents into a service location mailbox. In such a case, write their contact details in the envelope and that the documents are related to the examination of impediments to marriage.
Step 4️⃣
Examination of Non Impediments Request
🔹DVV will examine if there are any impediments to marriage.
🔹Once the person examining the impediments to marriage has determined that there are no impediments to your marriage, a certificate (Todistus) of this examination will be sent to you either by e-mail or by post. The certificate is valid for 4 months from the date of issue and has been signed with a digital signature.
Step 5️⃣
Wedding Date Schedule
🔹Once your Fiancé have received the certificate of examination, please check that the certificate is correctly marked with the surnames after the marriage ceremony and that the certificate is valid on the day of the marriage.
🔹You can now book a marriage ceremony during office hours from an online appointment service. You can also book an appointment by phone or e-mail.

Additionally
▪️At least two witnesses of 15 years of age or older must be present in the marriage ceremony. Witnesses can be close relatives.
▪️The marriage ceremony can take place on the premises of the agency during office hours for FREE or at the venue of your choice outside office hours with FEE.
▪️Such a wedding ceremony will cost 250 euros + the officiator's travel expenses. Please propose a suitable time and place for you by sending a email to vihkiminen@dvv.fi.
▪️If their officiator will marry you two, you don't need to bring a certificate to the marriage ceremony. If the marriage ceremony is carried out by another officiator, you must submit the certificate to them before the marriage ceremony, otherwise you cannot be married.
▪️The marriage ceremony lasts a couple of minutes.
IMPORTANT NOTE: ❗
Your visa may be denied even after obtaining this certificate.
It is mandatory to have the Certificate of No Impediments to get married in Finland. It is recommended to obtain this certificate before your departure to Finland.


For Marriages Held In The Philippines
Residence Permit Application For The Spouse Of A Finnish Citizen
Step 1️⃣

Step 3️⃣
Notification of Marriage Outside Finland
🔹 You may choose to include the notification when you have your PSA MC legalized in the embassy.
The Embassy will therefore legalize the certificate and scan the documents to DVV. The original legalized certificate is returned to the customer.
OR
🔹You can also send the Notification of Marriage Outside Finland form on your own accord to Finland through courier together with the rest of the documents to your husband and he will be the one to send it to DVV satellite office. Hence you don't need include it (Notification form) when you legalized your PSA MC to the embassy.
Step 5️⃣
Registration of Marriage in Finland
🔹As per DVV, registrations can take up to 13-16 weeks (more or less) case to case basis.
🔹You will receive a confirmation from them once your marriage and possible change of surname have been recorded.
🔹The RP application can be submitted while the marriage registration on DVV is on-going. Just kindly note it in your application if ever you are applying residence permit before you Marriage is recorded in Finnish System.

Create an Account with EnterFinland

Residence Permit Application For The Spouse Of A Finnish Citizen

🔹Make sure you have all the attachments needed. If necessary, have them.The processing time may be longer if you have not filled in your application sufficiently.
🔹Applications for residence permits, EU registration and citizenship can be submitted in the e-service Enter Finland or on paper.
Step 2️⃣
Pay your Application
🔹 You can pay the processing fee with most credit cards, or use the online banking services provided by Finnish banks. You can also pay the processing fee at the embassy or at the Migri service point during your visit to prove your identity

Book an Appointment
🔹 If you are already in Finland, book an appointment at a service point of the Finnish Immigration Service.
Because they cannot process an application before the applicant’s identity has been verified.

Step 5️⃣
Wait for the Decision
🔹 It is difficult to estimate the exact processing time of an individual application made on the basis of family ties so you just have to wait for a decision. The Finnish Immigration Service will contact you if necessary. The authorities can also contact your family member who lives in Finland.
🔹You will receive a notification when a decision has been made and can be read online.
🔹If you were in Finland when you submitted your application, you may wait in Finland while your application is being processed. You may wait in Finland even if your visa-free period of residence ends or your visa expires while you are waiting.
IMPORTANT !
If you apply in the Enter Finland online service, you must prove your identity at a service point of the Finnish Immigration Service within 3 months of submitting your application. If you are unable to prove your identity within 3 months of submitting your application, because you could not find an available appointment, let us know through the “Send additional information” page in Enter Finland. In your additional information, remember to include the date for which you were able to book an appointment. Send the additional information within 3 months of submitting your application in Enter Finland.
IMPORTANT !
You cannot submit your application if your visa is already expired, make sure you have valid visa when you submit your application. Only then you may be allowed to stay and wait for decision even your visa has expired.

If you want a certificate right after the wedding, remember to ask for it in advance.
Certificates provided by an authority of a Nordic or EU country do not need to be legalized.

Cohabiting Partner Is A Finnish Citizen
Make sure you also meet the following requirement.
1. Your cohabiting partner is a Finnish citizen.
2. Your cohabiting partner lives in Finland or is going to move to Finland.
3. You cohabit with your partner and you meet one of the following conditions:
🔹You and your cohabiting partner have lived together for at least two years. Show for example your rental agreement as proof of living together. If you and your partner are permanently living in different countries, living together for example during holiday trips is not considered to be sufficient grounds for granting a residence permit.
🔹You and your cohabiting partner have a child in your joint custody. In this case, the requirement of living together for at least two years does not apply.
4. You and your cohabiting partner are not married to anyone else.
(Apostille/legalize Cenomar is required)
Income requirement
You do not need to have sufficient financial resources.
Weighty reasons
You can also get a residence permit for weighty reasons also if your relationship does not meet the criteria listed in section 3 above. The applicant must always meet the other conditions mentioned above.
When you are applying for a residence permit, you may give them reasons why you think you should get a residence permit although you have not lived together with your cohabiting partner for two years. A weighty reason could for example be "pregnancy" or the fact that you were living together with your cohabiting partner but your cohabitation was interrupted for a compelling reason that did not depend on your partner. The Finnish Immigration Service will always evaluate on a case-by-case basis whether the reasons you give make it possible to grant you a residence permit.


Cohabiting Partner In Finland Is With a Residence Permit
Make sure you also meet the following requirements:
1. You cohabit with your partner and you meet one of the following conditions:
🔹You and your cohabiting partner have lived together for at least two years. Show for example your rental agreement contract as proof of living together. If you and your partner are permanently living in different countries, living together for example during holiday trips is not considered to be sufficient grounds for granting a residence permit.

🔹You and your cohabiting partner have a child in your joint custody. In this case, the requirement of living together for at least two years does not apply.
2. You and your cohabiting partner are not married to anyone else.

3. Your cohabiting partner has a residence permit in Finland or you are applying for a residence permit at the same time with your partner.
Income requirement
You need to have sufficient financial resources.
🔹You are required to have sufficient financial resources in Finland from other sources than benefits paid by the society.
🔹You can meet the income requirement with, for instance, the income from employment or the business activities of your sponsor who lives in Finland.
🔹Your financial resources are calculated from your net income, that is, from income that remains after tax and after employer’s and employee’s pension and insurance contributions.
🔹The funds you need to have to meet the income requirement (EUR 1,000 per month for one adult) must be freely available to you, for example in your personal bank account.
For example
A family of two adults and two children under 18 years of age needs a total of EUR 2,600 per month to have sufficient financial resources
(EUR 1,000+700+500+400).
A family of a single parent and four children younger under 18 years of age needs EUR 2,400 per month to have secure means of support
(EUR 1,000+500+400+300+200).
